This is a mean spirited and punishment type bill that will
hurt the state of California, hurt hundreds of DVBE's and
hurt prime contractors, state wide.
This bill turns away from eCommerce solutions and instead
creates new penalties for old economey enterprise.
eCommerce is the future. Forced participation is anti
Californian, Anti American and Anti business.
The Author of this bill might argue that Compliance News provides
a way out for prime contractors. We contend that using eCommerce
solutions have resulted in the State of California exceeding
it's 3% participation goal for the first time in the history
of the DVBE program as resently News Released by the Department
of General Services.
We further contend that it time that DGS and Caltrans
emerge from the Dark Ages. By developing add on eCommerce
tools and if you believe the CPR numbers DGS will save 2 million
dollars per year, save 2.5 years of labor hours per year and
could even net a cool 2 to 5 million dollars cash profit per
year to support ongoing solution upgrades and our general
fund. Do you think our governor would like this alot?

In conclusion, these signed affidavits are from important
contractors that believe they will be hurt by this bill.
Federal law will punish California by withholding millions
